The third phase of PMKVY (Pradhan Mantri Kaushal Vikas Yojana)3.0 will be launched on Friday (January 15) in 600 districts across India, said a statement by the Ministry of Skill Development and Entrepreneurship.
PMKVY is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by the National Skill Development Corporation. The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL).
Pradhan Mantri Kaushal Vikas Yojana or PMKVY 3rd phase: Key points
*This phase will focus on new-age and Covid-19 related skills.
*Skill India Mission PMKVY 3.0 envisages training of eight lakh candidates over a scheme period of 2020-2021 with an outlay of Rs. 948.90 crore.
*The 729 Pradhan Mantri Kaushal Kendras (PMKKs), empaneled non-PMKK training centers and more than 200 ITIs under Skill India will be rolling out PMKVY 3.0 training to build a robust pool of skilled professionals.
*On the basis of the learning gained from PMKVY 1.0 and PMKVY 2.0, the Ministry has improved the newer version of the scheme to match the current policy doctrine and energize the skilling ecosystem affected due to the COVID-19 pandemic.
*The launch will be done by the Minister for Skill Development and Entrepreneurship, Mahendranath Pandey, in the presence of the Minister of State, Raj Kumar Singh. The event will also be addressed by the State Skill Ministers and Members of Parliament.
“Skill India Mission” launched by Prime Minister Narendra Modi on July 15, 2015, has gained tremendous momentum through the launch of its flagship scheme PMKVY to unlock the vision of making India the ‘Skill Capital’ of the world.
PMKVY Scheme Eligibility
Students of two categories are eligible to apply for this scheme. They are:
- The students who are interested to work in an industry-based field
- The students who have completed +2, and dropouts
In addition, the applicant should have three documents to enroll in this scheme, as follows:
- Applicant’s base card.
- Two passport size photographs.
- Aadhaar card of any family member.
PMKVY Registration
In order to register in this scheme, one has to do the following.
Step 1: Look for a center
The first step in registration is to look for a training center. The registration in a training center can be easily done through the official website http://www.pmkvyofficial.org/
Step 2: Filling in the portal
After registering in a training center, the applicant has to enter all the details in the portal.
Step 3: Arranging Skill Developing Training
Once the details are entered, the training partner obtains the applicant’s information from the database, and training will be arranged accordingly.
Step 4: Certification to the candidate
The candidates after successfully training will be awarded as per the norms of the PMKVY scheme.

Short-Term Training
The Short-Term Training was introduced exclusively for the school/college dropouts and for the unemployed. For this, there are many training centers set up across the nation which provide training according to the National Skills Qualification Framework (NSQF) along with training the students in Soft Skills, Entrepreneurship, Financial and Digital Literacy. For a training period between 150 and 300 hours, the candidates will be provided with placement assistance by Training Partners (TPs). The short-term training component of the Scheme shall be NSQF Level 5 and below. The fee will be paid by the government.
