The Lok Sabha on Tuesday passed the Motor Vehicle Amendment Bill 2019, to amend the provisions under the Motor Vehicles Act of 1988. Speaker Om Birla passed the Bill on the basis of a voice vote in the Lower House of Parliament. Cleared by the Lok Sabha on Tuesday, the Motor Vehicles Amendment Bill 2019, will be introduced in the Rajya Sabha soon for its approval. Thereafter, the proposed amendments will become a law after the President’s consent.
The bill, which will replace the 30-year old law, aims to overhaul the country’s transportation laws by addressing crucial issues such as road safety, reducing deaths due to road accidents, imposing stiffer penalties on violation of rules, and weeding out corruption, thereby transforming India’s road transport system.
Those who do not give way to an ambulance or fire brigade may soon have to face a hefty fine of as much as ₹10,000 or/and imprisonment up to six months. Their driving license could be suspended in case they are caught speeding, racing, or driving under the influence of alcohol, among others. Road safety and reducing the number of accidents are key priorities of the government and imposing stiffer penalties can bring more discipline and force people to adhere to the traffic rules.
The same Bill had earlier been passed by the Lok Sabha in the April of 2017. However, it could not get clearance from the Rajya Sabha and lapsed with the dissolution of the 16th Lok Sabha. The 2019 Bill had been tabled in the Lok Sabha by the Union Minister for Road Transport and Highways, Nitin Gadkari, on Monday. The Bill aims to enforce stricter penalties for road traffic violations.

Nothing mentioned about the difficulties being faced by general public when the roads are blocked for VIP movement. Should traffic be put on hold ? that is gravest question which should have been addressed. Penalties are many but who would enforce them Now days apart from 4 wheeler none obey the traffic rule .How that is going to be addressed. Also who would ensure that the penalties are paid ?. Where cash gets involved in our country ,do the system remains fool proof ? again a question to be debated and deliberated. With IT enabled services available in all sectors ,time this is used in all government functions and in effecting the penalties too by challans being raised online and payment too be made Online with no involvement of cash.Effective use of CCTV could really help too.
An important thing is missing in yr comment… its pertaining to NOC of the vehicle statewise wherever u go.. Earlier there was a report from the government saying one GST one Nation, but only GST has implemented!!!! what about one tax one nation, ? Not yet implemented and till now most of the people are finding very difficult to take the vehicle alongwith them when the transfer is taken place from one state to another when one tme road tax is already paid by the owner of the vehicle in his concerned state It should be implemented by the government immediately enable the people to take their vehicle alongwith them in any state, I repeat in any state without any hassles.
One of the serious problems faced for people working in all India services including defence services is that paying Registration fees in every state,when a person is transferred to a new state that he or she has to pay huge fee in the new state he or she is transferred. Why not we have a common Registration for all vehicles,from all state. We are talking of one nation in many matters ,why not we have one Registration through out the Country.why should we pay whenever we are transferred. I have a vehicle from Maharashtra ,where I have paid Lifetime tax .

Good to start with, but what about Traffic Jam at Toll Plazas all across the country and who will be made responsible for the same? Can we see some relief to the commoners who pay the Tax honestly, unlike VIPs who enjoy the freedom of irresponsible/lavish behavior out of their home, every where… Is there any specific mention of VIPs, in the event of violation of their behavior, other than the individuals with the protocols..
Why the Govt. is silent on making compulsory digital toll Tax, which can help in reducing the cash transactions..
Both Petrol Pumps and the Tolls are the major cash generators, who are indulged in Black money generation and the Govt. is silent on same, which could have been implemented very easily.
