Now, getting an Aadhaar card made has become easier as individuals not having any valid documents can also apply for the same. The Unique Identification Authority of India (UIDAI) has issued a circular which clearly mentions that even without possessing any identity or address proof, you can apply for Aadhaar card. In the circular, UIDAI states, “In view of the problems being faced by the residents due to non-availability of the standard format for getting the certificates from various functionaries such as MP or MLA or Gazetted Officer or Tehsildar or Head of Educational Institution or Councillor or Head of Orphanage or Head of Village Panchayat, it has been decided to introduce Standard certificate namely Certificate for Aadhaar Enrolment for Aadhaar enrolment and Update. The validity of this certificate is only three months from the date of issue.”

According to UIDAI, if you don’t have your ID and address proof, you can apply for your Aadhaar card through an introducer.
The enrolment procedure to apply for Aadhaar card without furnishing any documents is the same as it is in the case of normal enrolment, wherein you have to submit valid documents for ID and address proof. The only difference is that the resident who does not have the proof of identity, as well as address, can still enrol with the help of an introducer.
Aadhaar card is one of the most important documents as you need it to apply for PAN card, filing an income tax return (ITR) or to receive any government subsidy.
Steps to apply for Aadhaar card without documents:
-Visit the nearest Aadhaar Enrolment Centre in your area.
-Fill the certificate for Aadhaar Enrolment/Update form.
-At the end of the form, there is a section that is to be filled by the certifier or introducer only.
-The certifier has to write his/her name, designation, address and contact number.
-Submit the form to the Aadhaar executive.
-Provide your fingerprints, iris scan and photograph.
-An acknowledgement slip is generated containing enrolment number.
-Your Aadhaar will be sent through the post within 90 days of enrolment.
Aadhaar introducers:
An Aadhaar introducer or certifier is an individual identified and notified either by the registrar or regional office of UIDAI. The introducers primary task is to introduce a person to UIDAI at the time of Aadhaar enrolment who do not have documents of identity proof and address proof. A certifier can be a Gazetted Officer-Group A, Gazetted Officer-Group B, Village Panchayat Head or Mukhiya, MP/MLA/MLC/Municipal Councillor, Tehsildar, Head of Recognised Educational Institution or Superintendent/Warden/Matron/Head of Institution of recognised shelter homes/Orphanages.
